Should you buy bottled water in Málaga, or fill the glass from the tap? It is the first practical question most visitors have, and unusually for this kind of question it has a documented answer that anybody can check before travelling.
The city’s water company, Emasa, posts a laboratory analysis with the date of its sample printed on it. The interesting part is not that the water passes — it is by how much, and why a coastal city ends up with soft water. The sample of 5 August 2026 returned zero Escherichia coli, total hardness of 104 mg/L against a ceiling of 500, and conductivity of 444 µS/cm against 2,500. Behind that reading sits El Atabal, the plant that strips salt out of inland water for some 600,000 people.
Is Málaga tap water safe to drink? Yes. Emasa publishes a dated lab result and classes the water it treats and distributes in the municipality as fit for consumption. Emasa, the municipal water company, states the position plainly.
The water Emasa treats and distributes within the municipality of Málaga holds the sanitary classification of water fit for consumption under current regulations. The company posts an analysis from the outlet of El Atabal carrying the date its sample was taken.

The document refreshes daily, so today’s exact figure will not be tomorrow’s. What holds steady is the distance from the ceiling. Emasa also reports the parameters to the health authority through SINAC, the national information system for water intended for human consumption, where the periodic network bulletins can be consulted.
The water arrives salty, and that is the whole story
Here is the fact that organises everything else about the system.
Emasa says it outright: at its El Atabal desalting plant it treats all the raw water it receives, which is brackish, by reverse osmosis. Not as a backup for bad years — as the route every drop takes.
The wording matters. El Atabal does not desalinate seawater. It treats inland water that carries salt, drawn from reservoirs and wells in a basin full of it. The plant serves more than 600,000 people on the linked-population count, and the softness of the supply is entirely its doing.
Before it existed, city water lived up to the province’s reputation for hardness. That reputation is still repeated, and it stopped being true for the capital’s taps.
Six reservoirs, none of them in the city
None of the water starts anywhere near Málaga. Emasa names six principal reservoirs, and their capacities are wildly uneven:
- Pilones — 1.9 hm³, small enough to fit into the largest ninety times over
- La Concepción — 56 hm³, on the western Costa del Sol
- Conde de Guadalhorce — 70 hm³, in the upper Guadalhorce
- Guadalhorce — 126 hm³, alongside it
- Guadalteba — 156 hm³, the third of that group
- La Viñuela — 170 hm³, the biggest of the six, in the Axarquía east of the city
Three of those six are the reason a walk you may already have booked is connected to your tap. Guadalhorce, Guadalteba and Conde de Guadalhorce form the reservoir system whose gorge holds the Caminito del Rey. The turquoise water in those photographs is drinking water in waiting.
Wells at Aljaima, Rojas and La Cónsula feed the same system, along with raw-water pumping stations at Pilones, Aljaima, El Limonero and Florida.
Three treatment plants and 56 tanks
Between reservoir and tap sits infrastructure nobody sees.
Three drinking water treatment plants carry the load, and the size gap says which one matters: El Atabal at 2,500 litres per second of nominal flow, Pilones at 2,000 and El Limonero at 1,000.
From there the water reaches 56 storage tanks spread across the city. The largest by a distance is Teatinos at 91,500 m³, then Olletas Bajo at 45,000 and Jaboneros at 32,000. The tank at El Atabal itself holds 15,800.
The distribution network runs to more than 1,900 kilometres, with pipes between 100 and 2,200 millimetres across. Its mains began to be laid in 1876, and it has been fully sectorised since 2008 — which is why a burst main closes a few streets rather than a district. Average supply runs at around 2,000 litres per second.

The drought ended in April 2026
Restrictions are the part that moves, and right now the answer is that there are none.
The Junta de Andalucía declared the end of the drought across the Andalusian Mediterranean Basins district by an order of 10 April 2026, published in the regional gazette number 77 on 23 April. That order returned to hydrological normality the territorial units the province depends on, among them the Guadalhorce-Limonero system, Viñuela-Axarquía and the lower Guadalhorce basin.
It is worth knowing what preceded it. The same instrument that now certifies normality is the one that imposed hard restrictions in the Axarquía and the Guadalhorce system during the dry years, which is why the question still gets asked.

Asking for tap water in a restaurant stops being a gamble once you know the published bacterial count is zero and the conductivity runs five times under the ceiling.
